If you want an electric motorcycle you can ride on public roads as well as on the track, you will come across two codes: L1e and L3e. These EU vehicle categories decide how fast the bike may go, which licence you need and whether it can be registered.

What is homologation?

Homologation confirms that a vehicle meets EU requirements for road use: lights, indicators, mirrors, horn, number plate holder and limited or certified power. Only a homologated (road-legal) motorcycle can be registered and ridden on public roads. Off-road versions are not homologated.

L1e – light motorcycles up to 45 km/h

L1e motorcycles are limited to 45 km/h. They are the most popular choice for beginners and for riders who want to ride on public roads to the track or trails. Examples: Surron Light Bee L1e 2026, Talaria Sting MX5 Pro L1E, Talaria X3 PRO L1E, IAMelectric ALTIS Sigma L1e.

Which licence? An AM licence, which in Lithuania is also included in a B (car) licence.

L3e – motorcycles without the 45 km/h limit

L3e motorcycles have no 45 km/h cap and ride like regular motorcycles. Examples: Surron Ultra Bee T 2026, Surron Light Bee 2, Talaria Komodo L3E, Stark Varg EX and Stark Varg SM.

Which licence? A1, A2 or A depending on motor power; the category is stated in each model's description. For some L3e models the manufacturer states they can also be ridden on a B licence with additional training – please confirm this with Regitra before buying.

How to register an electric motorcycle in Lithuania

  1. Choose a road-legal (L1e or L3e) version. Off-road versions cannot be registered.
  2. Get compulsory third-party liability insurance – required for every vehicle used on public roads.
  3. Register the motorcycle with Regitra using the purchase and vehicle documents. When you buy from us we tell you which documents come with your model.
  4. Ride with a helmet and proper gear – a helmet is mandatory on both L1e and L3e motorcycles.

What about off-road motorcycles?

Non-registrable off-road models (e.g. Surron Hyper Bee, Stark Varg MX, the off-road versions of Talaria Komodo and Sting Pro MX5) are meant for tracks and private land and may not be ridden on public roads. They are often lighter and more powerful because they carry no road equipment or power limits.

Common mistakes

  • Buying an off-road bike and planning to register it later – usually impossible without the manufacturer's homologation.
  • Forgetting that an L3e motorcycle needs a motorcycle licence category.
  • Not checking parts and service availability – choose a model you can maintain locally.
